This strategy describes the vision of the Department of Health and Social Services for how its work should be taken forward over the five year period 1997-2002.

It sets the Government's objectives and targets for:

  • promoting physical and mental and social wellbeing;
  • preventing illness and social problems;
  • providing high quality health and social services in a cost-effective way.

It also recognises the role of and contribution to be made by other Government departments and other organisations in the wider statutory, voluntary, community and private sectors to achieving these objectives and targets.
