In 1998, the Department of Health strategy Our healthier nation outlined a vision for the creation of HLCs. Lottery funding was provided for a programme to establish in the UK a total of 349 HLCs. Nineteen HLCs were developed in Northern Ireland, of which 17 continue to implement a community-led model for health.
